Whenever someone says "We must follow the law", I shot back "Who writes the law?" Prosecuting criminals under the laws written by the very same criminals is stupidity of the highest order, if not sheer madness

When a villain writes a story, he knows that a good story can’t have the villain “win”, but he can have the hero be extremely lenient towards the villain to an insufferable degree.

Villain popularity also plays a role. Batman will “not save” Ra’s al Ghul in Batman Begins because the amount of people who buy comics or go to the theaters for a Ra’s Al Ghul story pales in comparison to a Joker story.

This is why Batman will drop everything to save Joker from getting executed by the Punisher or Red Hood despite “not having to save him” not violating his “no-killing” policy apparently.
